Town creation is for smaller towns or towns that are not ran by a large force. This town could be ran by a gang or even governed by a counsel. Maybe your character is the mayor and protector of this town. Heck this town could be a small province of 20 people and is just a small rice town. This could be where you found peace you and others that just want nothing to do with samurai and rulers. Now let your dreams come true run the dream town you always wanted.

Town Name: Whats its name? Remember to keep it japanese or else it will not be approved.
Residing Clans: Put your last name or any last name of any other clan living here.
Population: 1-100 for small towns your allowed to change this only because if you want a small town thats tranquil and welcoming than go ahead. (Also put weather you want growth or not)
Main Attraction: What makes your town unique? what brings in the most money for your people. Some examples for this are, Brothels which are a more common thing like Festivals. Maybe its your cities unique architecture or its rich culture and history. Are the large shrines of ancient daimyos here? Do people stop here on a trade route? What exactly makes your City Town stand out. Does your small town awake to watch the cherry blossoms bloom? Anything and everything its all for your choosing.

Town Name: Taonori Bay
Residing Clans: Takami
Population: 100
Main Attraction: Taonori Bay is mainly visited because of the beach it is connected to. Other than that, there isn't much that would attract people towards the town... besides the fact it is inhabited by a small merc band. The few Daimyo that do know about the mercenary group often stay at one of the inns of the town in order to meet with the leader of the group.
On the eastern side of the city, there is a fort that the mercenary group uses as its headquarters. It has an adequate armory and training grounds. It only has one area that is used as housing and that is for the leader. The other members use the town as their homes.

Town Name: Hotaru

The Town of Hotaru is hidden deep within the forest two miles; Very few people know of its location unless guided by a Tsuki clan member who reside in the town. The town is kept well maintained and is gifted by every season making the town beautiful any time of the year.
Main Attraction:
Alcohol || Weaponry || Shrine
Tsuki is clan is known for its fine brewery of Alcohol. This is where the town makes most of its money being one of leading exports. The town is also famous for its crafting of Ninja associated weapons, but these are only sold to those they have alliances with. In the back of the village over a mile off is a large shrine dedicated to the spirits of japan which is guarded by few clan members warriors.

Town Name: Gion

Population: 100
Gion was built in front of Yasaka Shrine. The district was built to accommodate the needs of travelers and visitors to the shrine. It eventually evolved to become one of the most exclusive and well-known geisha districts. It is because of this that a lot of the population is Geisha, samurai, warlords and most important figures. This place is seen as a place where they come to relax or talk business; it is not a brothel town.
Main Attraction:|| Kaburenio Theatre || Ichiriki Ochaya || Yasaka-jinja Shrine ||
Kaburenjo Theater - where dances are held among other performances that Geisha may do. The main event held here is the dance welcoming of the seasons Ichiriki Ochaya - It is located in the heart of the district of Gion, and is considered an exclusive and high-end establishment, access is invitation only and entertainment can cost upwards of 800,000 yen a night. (this is a tea house) Yasaka-jinja Shrine - Yasaka Shrine is the guardian of the Gion district and is sometimes referred to as "Gion-san". In April, it attracts thousands of people for the hanami of cherry blossom viewing. Its numerous shidarezakura (weeping cherry tree) make it one of the best hanami place. Kamo River Way - A walkway situated right along the river, thus its name. It is surrounded by beautiful trees and is quite a pleasant walk all year round Karyuukai House - This is where the Geisha live.
